The Prevention of Communal and Targeted Violence bill is creating a lot of noises. Parties like BJP and Shiv sena are opposing this bill calling it anti Hindu bill while others parties like AIADMK , TMC etc are also opposing for no specific reason. Let us try to find what is wrong in this bill.
The copy of this communal violence prevention bill is available at Nation advisory council government of India website. You can download it.
To understand the bill we have to first understand the meaning of few definitions.
As you can see from the above definition of a group , you can understand that Hindus being in the majority do not come under the group definition. Muslims , people who speak certain languages and SC , ST fall under the definition of the group.
According to the definition set, Hindus are not a part of the ‘victim’ group.
As per the above definition of ‘hostile environment against the group’ section (i) if any person who does not belong to the group refuses to do business with the people of communities belonging to group does an offence. Since Hindus does not belong the group if they refuse to do business, then that also is considered as inciting hostile environment against the group.
After reading the various sections of the bill, its clear that its not in favor of Hindus, and not just about Hindus its not in favor of Muslims or any other community as well, because it will ultimately increase the hate. When there is hate no community can leave peacefully. Its not that only Muslims always become the victims of communal violence any community can become and we have lots of examples from our history. During the decade of 90 , thousands of Hindus got killed in Kashmir and lakhs were forced to leave Kashmir, recently also in Kistwaar districk of J&K 10 Hindus got killed. In Gujarat 65 Hindus died in Godhara and many Hindus and Muslims following the riots after that In 1984 thousands of Sikhs lost there life and recently in Mujafarnagar people from both communities lost their lives. So its not like that particular communities only becomes the victims of communal violence any one can be the victim.
The laws should be like that, which treats people of every community equally, giving special status to any community will increase only hate towards that community. Congress party is introducing this bill just for the sake of votes in the up coming election. As a responsible citizen everyone despite of his/her religion must oppose any bill which divided the people of the country.
There are lots of such things in this bill which are against the Hindus and I believe the protest from the opposition parties is right. The definitions should be updated so that all the real culprits who disturb the communal harmony are treated equally in the law irrespective of the religion or caste.
